Londonderry has taken its first step toward creating a long-term Strategic Plan, a comprehensive road-map designed to modernize town services, strengthen communication, and improve accountability across every department. The first public workshop was held on April 6, giving residents a look at a three-year plan that aims to make government more effective, efficient, and easier to navigate.
Two more steps are ahead: a second workshop on April 22, followed by a public hearing on May 18, before the Town Council considers a final vote.
The draft plan organizes the Town’s work into seven major areas; from digital services and fiscal stewardship to land use, public safety, infrastructure, and community character. Each area includes clear objectives, action steps, and performance indicators.
While the document is detailed, the goal is simple: make town government work better for the people who rely on it.
Residents would see improvements in areas such as:
- Faster and more predictable permitting
- Moving away from paper forms towards online services
- Clearer communication on projects and decisions
- Better coordination among boards and departments
- Increased transparency in budgeting and long term planning
- Stronger accountability through measurable goals
The plan is designed to connect the day-to-day work of Town Hall with the long term needs of the community.
One of the most visible changes is the Town’s push toward digitizing high volume services. The plan calls for expanding online permitting, improving access to public records, updating mapping tools, and creating a centralized property based system for storing documents.
For residents, this means fewer trips to Town Hall, shorter wait times, and the ability to complete more tasks online, from registrations to permits to accessing information.
The plan also focuses on the internal systems that residents don’t always see but feel the effects of. It calls for:
- Standardized operating procedures
- Cross training so every critical role has a backup
- Updated on boarding and training
- Continuity plans for major departments
These improvements help ensure that services remain consistent even when staff changes, workloads spike, or emergencies occur.
The plan also outlines steps to improve long-term financial planning, including updating the Town’s chart of accounts, aligning capital reserves with long-term needs, and creating public facing budget tools.
Residents would gain clearer insight into how tax dollars are spent, what projects are planned, and how financial decisions are made.
The plan then emphasizes building trust through communication. It proposes:
- A coordinated communications calendar
- More instructional videos and plain language materials
- Hybrid meeting access
- Public forums, open houses, and outreach events
- Youth engagement opportunities
The goal is to make town government easier to follow and more accessible, especially for residents who cannot attend meetings in person.
On the land use side, the plan aims to make development review more predictable and transparent. It includes standardized review timelines, updated zoning and land use regulations, and a “look-book” toolkit to help preserve Londonderry’s character.
This work is intended to help the Town grow responsibly while protecting the qualities residents value.
The April 6 workshop was the first of three major public steps. The next workshop will take place on April 22, where the Town will continue refining the plan with feedback from residents, boards, and staff.
A formal public hearing is scheduled for May 18, giving residents another opportunity to weigh in before the Town Council considers the plan for adoption.
Nothing is final yet, the Council must still vote on the plan after the public hearing.
If adopted, the Strategic Plan would give Londonderry:

The Strategic Plan is still evolving, but the message from the first workshop was clear, Londonderry is working to build a more modern, transparent, and accountable local government, and residents will have a voice in shaping.
