The 2018 Town Deliberative Session on Saturday morning, FEb 10, saw only 72 voters in attendance and only two articles wound up being amended.
Articles 18 and 22 were the most discussed among the residents that attended and those articles were changed from what was originally written.
As for the other 22 articles, there was not too much discussion on them, and they were moved to the ballot as originally written. Articles 1 and 24 did not require any deliberation.
Article 1: To choose all necessary Town Officers for the ensuring year or until another is chosen or appointed and qualified. No action required at deliberative session.
Article 2: A Bond for the Improvements To Central Fire Station: To see if the town will vote to raise and appropriate $6,400,000 for the purpose of making improvements to Central Fire Station. The article was moved to the ballot as is.
Article 3: The Town-Wide Communication Systems Upgrade: To see if the Town will vote to raise $2,300,000 from the June 30 Unassigned Fund Balance toward this appropriation. The article was moved to the ballot as is.
Article 4: Fiscal Year 2019 Town Operating Budget: An operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended by vote of the first session, for the purposes set forth therein, totaling $31,707,838, which is the same as last year. The article was moved to the ballot as is.
Article 5: Police Outside Details: To see if the Town will vote to raise and appropriate $505,644 for the purpose of the covering Police Outside Details with said funds to come from the Police Outside Detail Special Revenue Fund. The article was moved to the ballot as is.
Article 6: Sewer Fund: To see if the Town will vote to raise and appropriate $5,703,609 for defraying the cost of construction, payment of the interest on any debt incurred, management, maintenance, operation and repair of constructed sewer systems. The article was moved to the ballot as is.
Article 7: Sewer Fund Administrative Costs: To see if the Town will vote to raise and appropriate $220,000 for defraying the cost of debt service and administrative costs of operating the sewer department in accordance with RSA 149-I. The article was moved to the ballot as is.
Article 8: Appropriate Funds to the Roadway Maintenance ETF: To see if the Town will vote to raise and appropriate the sum of 650,000 to be placed in the Roadway Maintenance Expendable Trust Fund and further to authorize the use of $325,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 9: Appropriate Funds to Capital Reserve Fund For Fire Department Equipment: To see if the Town will vote to raise and appropriate $150,000 to be placed in the fire equipment capital reserve fund and further to authorize the use of $75,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 10: Appropriate Funds to Capital Reserve Fund For Geographic Information Systems: To see if the Town will vote to raise and appropriate $28,000 to be placed in the geographic information systems capital reserve fund and further to authorize the use of $14,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 11: Appropriate Funds to Expendable Maintence Trust Fund: To see if the Town will vote to raise and appropriate the sum of $180,000 to be placed in the Town’s Expendable Maintenance Trust Fund and further to authorize the use $90,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 12: Appropriate Funds to Capital Reserve Fund For Pillsbury Cemetery Expansion: To see if the Town will vote to raise and appropriate $100,000 to be placed in the Pillsbury Cemetery Expansion capital reserve fund and further to authorize the use of $100,000 from the June 30 Unassigned Fund Balance towards this appropriation This article was moved to the ballot as is.
Article 13: Appropriate Funds To Capital Reserve For Cemeteries: To see if the Town will vote to raise and appropriate $10,000 to be placed in the Cemetery capital reserve fund and further to authorize the use of $10,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 14: Appropriate Funds to Capital Reserve Fund for Fire Department Trucks: To see if the Town will vote to raise and appropriate $70,000 to be placed in the Fire Truck capital reserve fund and further to authorize the use of $70,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 15: Construction Of A Recreation Maintence Building: To see if the Town will vote to raise and appropriate $189,000 for the purpose of constructing a recreation maintenance building and further to authorize the use of $189,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 16: Commercial and Industrial Assessment Update: To see if the Town will vote to raise and appropriate $100,000 for the purpose of completing a comprehensive review of all commercial and industrial properties as required by RSA 75:8-a, and further to authorize the use of $100,000 from the June 30 Unassigned Fund Balance towards this appropriation. Article 17: Air and Water Quality Study: To see if the Town will vote to raise and appropriate $35,000 for the purpose of conducting a study of the town’s air and water quality. This article was moved to the ballot as is.
Article 18: Continuation Of A Sidewalk From Pillsbury Road To Wilshire Drive: To see if the Town will vote to raise and appropriate $250,000 for the purpose of continuing the sidewalk from Pillsbury Road to Wilshire Drive. This article was amended to be written as “Continuation of a Sidewalk along Pillsbury Road To Moose Hill School.”
Article 19: Purchase Of Land On Sargent Road: To see if the Town will vote to raise and appropriate $95,000 for the purpose of purchasing approximately 1.3 acres of land on Sargent Rd. Said land shall be subdivided from the land currently owned by the American Legion. This article was moved to the ballot as is.
Article 20: Police Detail Fund Withdrawal-Emergency Communications Equipment: To see if the Town will vote to raise and appropriate the sum of $200,000 for the purpose of equipping the Police Department’s vehicles with emergency communications equipment, and to authorize the use of $200,000 from the Police Details Special Revenue fund towards this appropriation. Article 21: Police Detail Fund Withdrawal-Reimburse Expendable Maintence Trust: To see if the Town will vote to raise and appropriate the sum of $28,0000 to be added to the Town Facilities Expendable Maintenance Trust fund with said funds to come from the Police Details Special Revenue fund. This article was moved to the ballot as is.
Article 22: Non Lapsing Special Article Funding Open Space: Shall the voters of the Town of Londonderry, vote to raise and appropriate the sum of $2,000,000 for the purchase of land, easements or any other transaction that meets the mission of the Londonderry Conservation Commission. After some discussion, the amount of this article was decreased from $2,000,000 to $250,000
Article 23: Installation of New Lights At Nelson Road Fields: This article was by Citizens Petition. To see if the Town will vote to raise and appropriate $130,000 for the purpose of installing new lights at the Nelson Road fields. The article was moved to the ballot as is.
